Function

• Advise the Academy Leadership, Major Activity Directors (MADs) and Activity Directors (ADs) on all matters concerning Manpower Management, IAW Army Regulation AR 570-4, Manpower Management and (AR) 71-32, Force Development and Documentation-Consolidated Policies
  
  
• Formulate policies and procedures pertaining to the allocation, utilization, and control of manpower within the USMA command
  
  
• Develop the Manpower portion of the Program Objective Memorandum (POM) and Command Budget Estimate (CBE)
  
  
• Develop the Command Plan (CPLAN), Manpower Schedule 8, Civilian Employment Plan (CEP) and maintain the
  Program Budget Guidance (PBG) audit trails
  

• Serve as the proponent for the USMA Table of Distribution and Allowances (TDA) and Mobilization TDA (MOBTDA)

• Coordinate revisions and adjustments to the USMA Band MTOE
  

• Oversee implementation of DA directed manpower initiatives, such as Functional Area Assessments (FAA) and Transition of Installation Management (TIM)
  

• Perform manpower utilization analysis studies and serve as the USMA proponent for the preparation and implementation of scheduled DA Manpower Surveys
  

• Lead USMA in competing for manpower resources through Out-Of-Cycle requests and Total Army Analysis (TAA)
  

• Coordinate in the preparation of the USMA War Mobilization Plan and documentation of the Individual Mobilization Augmentation positions in the MOBTDA
  

• Develop and submit to HQDA the Army Stationing and Installation Plan (ASIP), the Military Manpower Training Report (MMTR), the Military Actual Strength Report and the Military Acquisition Position List (MAPL)
  

• Prepare monthly Civilian Manpower Execution Reports and Post Population Profile

• Serve as the proponent for USMA Regulation 10-1, Organization and Functions Manual
  

• Serve as the proponent as the Federal Activities Inventory Reform Act (FAIR)
  

• Serve as proponent for USMA Policy 86-00, Civilian Position Upgrade Policy and Chairperson for the Civilian Position Upgrade Review Committee
