About Nonappropriated Funds
Nonappropriated fund (NAF) positions are those that are funded by internally generated revenues. These positions are generally open to everyone unless specifically indicated otherwise. NAF employees are not legally deemed to be employees of the Federal Government for the purposes of most laws administered by the Office of Personnel Management (OPM), the policies, procedures, and entitlements relating to employees paid from appropriated funds (APF) and those relating to NAF employees are different. There are, however, instances where legislation not applicable to NAF employees has been administratively adopted for application to NAF employees.
NAF positions are located throughout West Point in Morale, Welfare and Recreation, the Army Athletic Association and the Directorate of Cadet Activities. They include all types of positions such as food service workers, cooks, child care workers, maintenance workers, custodial workers, administrative assistants, accounting technicians, budget analysts, IT Specialists, activity directors and many others. There are also many seasonal positions for ski, swim and golf seasons.
Employees receive appointments which are classified as being:
(1) permanent
(2) limited tenure
(3) seasonal
(4) flexible
Vacancies, for the most part, are permanent positions, unless otherwise indicated. Preference in hiring is given to NAF Priority Consideration Candidates.
Employees are encouraged to visit or call their NAF Personnel Unit
regarding Benefits, address and beneficiary changes or any other
problems regarding their employment.
