Julie N. Downey is a Colonel in the United States Army Reserve and is an Assistant Professor in the Department of Law at the United States Military Academy, West Point, New York.  In her civilian capacity, Colonel Downey served for several years as the Regulations Attorney in the Legislation and Regulations Office of the Chief Counsel for the Federal Highway Administration in the US Department of Transportation. 

Before joining the Department of Law faculty, Colonel Downey served in various legal positions both as a Reserve and Active Duty Judge Advocate.  Most recently, she served as the Senior Legal Advisor to the Uniformed Services University of the Health Sciences, Bethesda, Maryland.  Her other prior assignments include Commander, 174^th Legal Operations Detachment, Miami, Florida; Senior Legal Advisor to the Under Secretary of Defense for Personnel and Readiness, Pentagon; Assistant Executive Officer, United States Army Legal Services Agency, Fort Belvoir, Virginia; Deputy Commander, 150^th Legal Operations Detachment (Judiciary), Alexandria, Virginia; Team Leader, Judicial Operations Support Team, 150^th Legal Operations Detachment, Alexandria, Virginia; Legal Liaison Officer, 150^th Legal Operations Detachment, Alexandria, Virginia; Team Leader, Office of the Chief of the Army Reserves, Crystal City, Virginia; Chief, Criminal Law/Special Assistant U.S. Attorney (Maryland), Fort Meade, Maryland; Environmental Law Attorney/Military Magistrate, Fort Hood, Texas; Trial Counsel, Fort Hood, Texas; Legal Assistance Attorney, Fort Hood, Texas. 

Colonel Downey graduated from the University of Florida with a Bachelor of Science in Advertising; the Valparaiso University School of Law with a Juris Doctorate (Cum Laude); and the United States Army War College with a Master of Strategic Studies as a Distinguished Graduate.
