Office of Economic & Manpower Analysis

The Office of Economic and Manpower Analysis (OEMA) has provided a sound basis for policy and planning for the Army of the Future since 1983. Founded by Gen. Maxwell Thurman, the intellectual freedom and community-of-practice provided by this academic setting promote out-of-the-box thinking and allow OEMA analysts to devise solutions to strategic challenges facing the Army.
