Biography


Major Patrick Kelly is an Assistant Professor of International Affairs in the Department of Social Sciences. An infantry officer, Pat has served as a company commander in the 4th Infantry Division at Fort Carson, Colorado, and as a company executive officer and platoon leader in the 101st Airborne Division at Fort Campbell, Kentucky. He has deployed to Afghanistan in support of Operation Enduring Freedom and Operation Freedom’s Sentinel. Pat holds a Ph.D. and M.A. in Political Science from Stanford University. His research interests include civil-military relations, public opinion, foreign policy, and political methodology.

Ongoing Research Projects


“Win Here or Lose There: Civilian Control and Foreign Conflict Termination” examines the relationship between civilian control of the military and decisions to end wars abroad. An empowered military, determined to achieve victory, will pursue continued fighting to that end. Empowered political leaders, sensitive to the domestic costs of protracted warfare, will be more willing to settle. Estimates from international conflict data show that termination of a war short of victory is more likely when civilian leaders become more politically dominant.
