COL Julie N. Downey is an assistant professor in the Department of Law & Philosophy (DELPHI) at the United States Military Academy in West Point, New York. She is in the U.S. Army Reserve.

In her civilian capacity, Downey served for several years as regulations attorney in the Legislation and Regulations Office of the Chief Counsel for the Federal Highway Administration in the US Department of Transportation. 

Before joining the DELPHI faculty, she served in various legal positions both as a Reserve and active-duty judge advocate. Most recently, she served as the senior legal advisor to the Uniformed Services University of the Health Sciences, Bethesda, Maryland. 

Other assignments include commander, 174th Legal Operations Detachment, Miami, Florida; senior legal advisor to the Under Secretary of Defense for Personnel and Readiness, Pentagon; assistant executive Officer, U.S. Army Legal Services Agency, Fort Belvoir, Virginia; deputy commander, 150th Legal Operations Detachment (Judiciary), Alexandria, Virginia; team leader, Judicial Operations Support Team, 150th Legal Operations Detachment, Alexandria; legal liaison officer, 150th Legal Operations Detachment, Alexandria; team leader, Office of the Chief of the Army Reserves, Crystal City, Virginia; chief, Criminal Law/Special Assistant U.S. Attorney, Fort Meade, Maryland; environmental law attorney/military magistrate, Fort Hood, Texas; trial counsel, Fort Hood; and legal assistance attorney, Fort Hood. 

Downey graduated from the University of Florida with a bachelor's degree in advertising; Valparaiso University School of Law with a Juris Doctorate (cum laude); and the U.S. Army War College with a master's degree in strategic studies as a distinguished graduate.
