LTC(P) Ryan Boeka, Ph.D.

LTC Ryan Boeka is an infantry officer and a 2005 graduate of the United States Military Academy. Over more than two decades in conventional and special operations units, he completed eight combat deployments and commanded the 3rd Squadron, 73rd Cavalry Regiment in the 82nd Airborne Division.

He holds a Ph.D. in government from Georgetown University and was a term member of the Council on Foreign Relations from 2016 to 2021. He first served in the Department of Social Sciences as an assistant professor of International Affairs from 2015 to 2017 and returned in 2025 as an academy professor and Director of the International Affairs Program. His research focuses on alliance dynamics, security cooperation, and the role of emerging technology in international politics.
