COL(R) Gerald Kobylski is director of institutional effectiveness for Strategic Plans & Assessment at the United States Military Academy (USMA). 

He retired as a colonel in the U.S. Army following 28 years of service and remains a professor of mathematical sciences at USMA, where he continues to teach. He has served as the academy's first director of institutional effectiveness since 2016, where he leads the development, implementation, and assessment of the USMA strategy.

Dr. Kobylski also serves as a commissioner on the Middle States Commission on Higher Education (MSCHE), first from 2012 to 2017 and now since 2019. In this capacity, he is the chair of the MSCHE Committee on Evaluation Reports, a committee responsible for reviewing all MSCHE institutions seeking reaccreditation. He has also served as a peer reviewer on more than 20 visits, mostly for MSCHE.

He holds a doctorate in interdisciplinary studies from Stevens Institute of Technology, a master's degree in national security and strategic studies from the Naval War College, a master's degree in operations research from the Georgia Institute of Technology, an M.B.A. from Western New England College, and a bachelor's degree in engineering from USMA. 

Col Kobylski is a licensed professional engineer in the state of Virginia.
