U.S. Military Academy at West Point
Brig. Gen. R.J. Garcia graduated from the U. S. Military Academy at West Point in 1996. Upon graduation, he was commissioned into the Aviation Branch and served in various locations and duty positions in the United States and overseas. Garcia most recently served as the Deputy Commander (Support) with the 25th Infantry Division in Hawaii.
Commandant's Staff
The Command Sergeant Major is the senior non-commissioned officer in the U.S. Corps of Cadets (USCC). Responsibilities include the professional development of the tactical non-commissioned officers (TAC NCOs) assigned to USMA.
The Deputy Commandants within the USCC are responsible for the oversight and integration of USCC staff efforts. They advise the commandant on matters related to their respective purviews and provide insight on behalf of the USCC in coordinated efforts with adjacent organizations.
The USCC coordinating staff plans, coordinates, and synchronizes efforts for the Corps of Cadets.
Coordinating staff includes:
- G1 - Responsible for personnel and administrative actions
- G3 - Responsible for training and operations
- G4 - Responsible for logistical readiness and support
- G5 - Responsible for strategic communication and governance
- G6 - Responsible for information technology support
- G8 - Responsible for budgeting and resourcing
The USCC special staff includes subject matter experts in focused areas. They are responsible for advising the command in their respective areas of expertise, directly contributing to the holistic health and fitness of the cadets, staff, and faculty.

The Brigade Tactical Department is composed of tactical officers (TACs) and tactical non-commissioned officers (TAC NCOs) within the cadet brigade.
TACs and NCOs are the primary leader developers and integrators of USMA's developmental programs. They oversee each cadet's individual development in the academic, military, physical, and moral-ethical dimensions within the framework of the cadet company.
TAC teams train, lead, coach, and mentor cadets, with a continual focus on leader development.
The Department of Physical Education (DPE) is led by a blend of military and civilian faculty with the mission to build leaders of character who are physically and mentally tough. DPE teaches six core courses and offers a variety of lifetime physical activity courses. DPE also offers the kinesiology major to a limited number of cadets.
The William E. Simon Center for the Professional Military Ethic (SCPME) serves as the proponent for the Character Program, which helps cadets understand what it means to be a commissioned leader of character who achieves the West Point Leader Development System's outcomes of living honorably and leading honorably.
The Directorate of Cadet Activities (DCA) provides comprehensive and diverse extracurricular, social, cultural, and recreational programs and services that enhance USCC leadership development. It is the primary advisor to the commandant on all matters pertaining to the extracurricular and social activities of the Corps of Cadets.
The Modern War Institute (MWI) at West Point is a national resource that studies recent and ongoing conflicts to prepare present and future leaders to win in a complex world. Leveraging the intellectual capital unique to West Point, MWI faculty use a research, education, and integrated model to remain academically grounded, operationally connected to the force, and fully engaged with cadets and the military program curriculum. As such, MWI directly enhances the quality of cadet military education and training through scholarship, multidisciplinary contemporary battlefield assessments, symposia, curriculum updates and relevancy, academy outreach, and strategic communication.
The Department of Military Instruction (DMI) plays a pivotal role in shaping the future leaders of the U.S. Army. Committed to instilling discipline, leadership, and a strong sense of duty, the DMI oversees the Cadet Summer Training, all Accessions functions for branching and posting, the Sandhurst International Competition, the West Point Simulation Center, and houses the academic major of Defense and Strategic Studies (DSS). The department's experienced cadre of military officers, NCOs, and partners from allied nations serve as instructors, planners, and mentors, imparting invaluable knowledge and fostering a culture of honor, courage, and commitment inside and outside the classroom. Through a blend of classroom instruction, field exercises, and real-world simulations, the DMI ensures USMA graduates are academically proficient and well-prepared to lead in the complex and dynamic environments they will encounter in their military careers.
