LTC Todd Arnold is a cyber officer and an academy professor and division lead with the Army Cyber Institute at the United States Military Academy. (USMA).

He graduated from USMA in 2001 with a bachelor's degree in computer science. He earned a master's degree in computer science and engineering from Pennsylvania State University in 2008 and a doctorate in electrical engineering from Columbia University. 

Arnold has multiple deployments in support of Operation Iraqi Freedom with the 22nd Signal Brigade as a network engineer. More recently, he had multiple assignments to the Army Cyber Command, and his most recent assignment was to establish the Cyber Solutions Development Detachment and serve as lead developer at Fort Meade, Maryland. 

His research interests include network routing protocols, internet measurements, network performance, and cybersecurity.
