LTC Michael Quigg is a research scientist at the Army Cyber Institute in the Department of Electrical Engineering & Computer Science at the United States Military Academy in West Point, New York. He also serves as an editorial board member for The Cyber Defense Review.

He was commissioned in 2005 and currently serves as a Cyber Warfare officer, with prior positions in the Signal Corps and Military Intelligence. He holds a bachelor's degree in marketing from Columbus State University, a master's degree in engineering management from the Air Force Institute of Technology, a master's degree in cyber intelligence and data analytics from National Intelligence University, and a doctorate in management information systems from the University of Georgia, with a research focus on the governance of cybersecurity and artificial intelligence.

Quigg has served in a variety of operational assignments, including platoon leader in the 35th Signal Brigade, executive officer in the 369th Signal Battalion, and company commander at the NATO SHAPE Support Garrison BENELUX, where he was responsible for the leadership, care, and welfare of soldiers and family members supporting Army operations in the Belgium, Netherlands, and Luxembourg region of Europe. He also served as command group executive officer for the 35th Signal Brigade, the 7th Signal Command (Theater), and as deputy director of Strategic Communications at the U.S. Army Cyber Center of Excellence and Fort Gordon.

In the cyber domain, Quigg served in ARCYBER, Directorate of Intelligence, as the Analytic Branch lead; at JFHQ-C Army as a cyberspace operations planner; and in the Cyber Protection Brigade as a Cyber Protection team lead. He is a graduate of the U.S. Army Command and General Staff College.

He has deployed in support of combat operations with the 35th Signal Brigade and the 67th Signal Battalion, where he prepared and led Soldiers in a theater of operations.

Quigg arrived at West Point in 2025 as a research scientist at the Army Cyber Institute, focusing on ayber, AI, and electronic warfare governance.

His awards and decorations include the Meritorious Service Medal (with two oak leaf clusters), Army Commendation Medal (with two oak leaf clusters), and Army Achievement Medal (with two oak leaf clusters).
