MAJ(P) William Folinusz

MAJ William (Billy) Folinusz is the executive officer at the Simon Center for the Professional Military Ethic and an instructor for MX400: Officership at the United States Military Academy in West Point, New York.

He is a native of Cranford, New Jersey. In 2009, he graduated from James Madison University with a Bachelor of Arts in history and was commissioned as an armor officer through the Reserve Officers’ Training Corps (ROTC) program. He was assigned to Fort Hood, Texas, with the 3rd Armored Cavalry Regiment, where he served as a tank and engineer platoon leader with Heavy Company, 2nd Squadron, 3rd ACR, including a deployment to Iraq.

He also served as the executive officer for Lightning and Headhunter Troop, 4th Squadron, 3rd Cavalry Regiment, in 2011-13.

After completing the Maneuver Captains Career Course in 2013, MAJ Folinusz was assigned to the 2nd Armored Brigade Combat Team, 3rd Infantry Division at Fort Stewart, Georgia, until its deactivation. In 2014, he transferred to the 1st Armored Brigade Combat Team, 3rd Infantry Division, where he served as tank company commander for Deathknight Company, 1st Battalion, 64th Armor Regiment, deploying in support of Operation Atlantic Resolve.

After serving as an ROTC assistant professor of military science at Temple University and completing the Command and General Staff College, MAJ Folinusz returned to the 3rd Infantry Division to serve as the G-3 chief of operations. He also served as the executive officer for the 3rd Battalion, 69th Armor Regiment, and later as executive officer for the 1st Armored Brigade Combat Team “Raider,” 3rd Infantry Division, deploying in support of Operation European Assure, Deter, and Reinforce in 2022.

MAJ Folinusz holds a Master of Public Policy from Temple University and a Master of Strategic Studies from the Command and General Staff College. In 2025, he earned a Master of Arts in political science (United Nations and Global Policy Studies) from Rutgers University, where he also served as a graduate fellow in the Eagleton Institute of Politics.

He and wife Theresa have three children: Theodore (8), Quinn (4), and Grace (3).
