MAJ(P) William (Billy) Folinusz is an instructor with the Simon Center for the Professional-Military Ethic at the United States Military Academy (USMA).

The Cranford, New Jersey, native graduated in 2009 with a Bachelor of Arts in history and was commissioned as an armor officer through the Reserve Officers’ Training Corps (ROTC) program at James Madison University. He was assigned to Fort Hood, Texas, with the 3rd Armored Cavalry Regiment, where he served as a tank and engineer platoon leader with Heavy Company, 2nd Squadron, 3rd Armored Cavalry Regiment, including a deployment to Iraq. He also served as the executive officer for Lightning and Headhunter Troop, 4th Squadron, 3rd Cavalry Regiment, from 2011 to 2013.

After completing the Maneuver Captains Career Course in 2013, MAJ Folinusz was initially assigned to the 2nd Armored Brigade Combat Team, 3rd Infantry Division, at Fort Stewart, Georgia, until its deactivation. In 2014, he was transferred to the 1st Armored Brigade Combat Team, 3rd Infantry Division, where he served as a tank company commander for Deathknight Company, 1st Battalion, 64th Armor Regiment, deploying in support of Operation Atlantic Resolve. 

After serving as an ROTC assistant professor of military science at Temple University and completing the Command and General Staff College, MAJ Folinusz reported to the 3rd Infantry Division, where he served as the G3 chief of operations. He also served as the executive officer for the 3rd Battalion, 69th Armor Regiment, and the executive officer for the 1st Armored Brigade Combat Team, “Raider,” 3rd Infantry Division, deploying in support of Operation European Assure, Deter and Reinforce in 2022.

MAJ Folinusz has completed a Master of Public Policy from Temple University and a Master of Strategic Studies from the Command and General Staff College. In 2025, he graduated from Rutgers University with a Master of Arts in political science (United Nations and global policy studies), where he also participated as a graduate fellow in the Eagleton Institute of Politics.

He is married to Theresa Folinusz, and they have three children: Theodore, 8; Quinn, 5; and Grace, 3.
