Biography
Captain Megan Kelty is an Instructor and the Department Academic Counselor for the International Affairs Program in the Department of Social Sciences at the United States Military Academy in West Point, NY. She received her commission as a US Army Aviation officer in 2012 following graduation from the United States Military Academy where she earned a B.S. in Political Science. She completed flight training and earned a qualification as a UH-60 Blackhawk Helicopter Pilot. She first served in Germany with 5-158th General Support Aviation Battalion and deployed to Afghanistan as a Flight Platoon Leader. She next served as the Maintenance Platoon Leader for B/603rd Aviation Support Battalion at Hunter Army Airfield, GA. Megan commanded HHC, 12th Aviation Battalion at Fort Belvoir, VA before completing the Master of Public Policy Program at the Harvard Kennedy School. Megan is married to Captain Maxwell Love and has three children.
Ongoing Research Projects
“Pulled in a New Direction: Moving Beyond the Horizontal and Vertical Dichotomy in International Health Aid.” This paper analyzes the existing primarily ‘vertical’ funding formula used by the U.S. Agency for International Development (USAID) in distributing nearly $2.2 billion dollars in global health aid, assesses the current model for global health programming and provides recommendations to the project client, the Policy Office at USAID. The key finding is that although the vertical approach is problematic, it is worth adjusting to take on a ‘wedding registry’ approach to implement more horizontal and diagonal strategies, rather than discarding the existing primarily vertical formula.
